Q: I saw someone who lives outside the city limits depositing several bags of garbage at the curbside of a business on garbage pick-up day. Is this illegal?

A: It is a violation of city ordinance for a person who lives outside the city to put trash out anywhere in the city. The person could be cited for theft of services. However, if it is a business owner who lives outside the city, that person is allowed to have their household garbage picked up at their business. It is also illegal for persons who live outside the city to place garbage in the city dumpsters at local parks or other locations.
