Since when is it okay for trusty jail inmates to smoke?

A:

Coryell County Sheriff’s Office Chief Deputy Joe Blakley said tobacco products are not allowed inside the jail. Even employees must leave their tobacco in their vehicles. Nor is it permissible for persons to give trustys cigarettes; however, trustys can pick up butts they find lying around outside and smoke them.
