Doesn’t the City of Gatesville have an ordinance prohibiting people from leaving a dog chained up all the time?

A:

The city follows state law, which outlines what constitutes unlawful restraint of a dog. The law generally states an owner may not leave a dog outside and unattended by use of a restraint under certain conditions, such as extreme weather conditions, during certain hours and within 500 feet of a school. There are several exceptions also allowed by the law.
